Overview of the Contract:
The main objective of this service contract is to strengthen Turkish civil society organisations’ role in the promotion and protection of human rights through expanded civil society monitoring and advocacy at various levels. The action will provide support to civil society organisations in order to document human rights situation, to facilitate consolidation of multi-stakeholders analysis and reporting and, ultimately, to initiate advocacy campaigns calling for an enhanced legal compliance with the international human rights framework. It is of a crucial importance that the outputs of the project are delivered using a rights-based approach as a framework that integrates the norms, principles, standards and goals of the international rights system into their plans and processes of activities.
Implementation will involve providing a set of supports to civil society organisations such as expertise, training on sectoral and methodological issues, coaching, communication and mobility schemes. It should also set up an on-line resource hub and organise various events to facilitate interaction and networking among civil society organisations.

Expert Profiles:
Indicatively the project will require a technical assistance team including the following as either full-time or part-time:
Key expert 1: Team Leader
The Team Leader will ensure the overall programme coordination and will be the main contact point of the contracting authority. He/she will design, establish and coordinate tasks related to the monitoring and evaluation of the programme and will ensure proper quality check of all programme outputs. The Team Leader will have a crucial role in ensuring that the participatory requirements of these Terms of Reference are duly implemented at all stages.
Qualifications and skills
- Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. political sciences, law, social sciences, etc.). A post-graduate degree in a relevant field such as Human rights will be an asset.
- Very good command of written and spoken English. Turkish will be an asset.
General professional experience
- Minimum of 3 years of professional experience as Team Leader/Programme coordinator is required; Previous experience in EU-funded programmes is an asset.
- Minimum of 5 years of professional experience on programme or project management is required; Experience of programme or project management in a relevant field such as Human rights, civil society development, etc. will be an asset.
Specific professional experience
- Minimum of 8 years of professional experience in relevant fields such as Human rights, civil society, human and social development, etc.
Previous experience and knowledge in the following topics will be an asset:
- Turkish context, including Turkish legal framework on human rights and civil society in Turkey;
- Civil society role in Human Rights monitoring, promotion and protection;
- International human rights mechanisms framework, including at the European level.
Key expert 2: Civil Monitoring and advocacy Expert
Key Expert 2 will have a central role in the design and implementation of the various components of the programme with a special focus on Activity Package 1. He/she will provide specific guidance to beneficiaries on thematic and methodological issues.
Qualifications and skills
- Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. political sciences, law, social sciences, etc.). A post-graduate degree in a relevant field such as Human rights will be an asset.
- Very good command of written and spoken English. Turkish will be an asset.
General professional experience
- Minimum of 5 years of professional experience in relevant fields such as Human rights, civil society, human and social development, etc.
- Minimum of 3 years of professional experience on programme or project management. Experience of programme or project management in a relevant field such as Human rights, civil society development, etc. will be an asset.
Specific professional experience
- Minimum of 2 years of professional experience in working for/in support of civil society organisations on issues related to Human Rights monitoring, promotion and protection.
Previous experience and knowledge in the following topics will be an asset:
- Previous experience in EU-funded programmes;
- International human rights mechanisms and framework, including at the European level.
- Turkish context, including Turkish legal framework on human rights and civil society in Turkey
Key expert 3: Civil Society Capacity Development Expert
Key Expert 3 will have a central role in the design and implementation of the various components of the programme, with a special focus on Activity Package 2. He/she will provide specific guidance to beneficiaries on thematic and methodological issues.
Qualifications and skills
- Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. political sciences, law, social sciences, etc.). A post-graduate degree in a relevant field such as Human rights will be an asset.
- Very good command of written and spoken English. Turkish will be an asset.
General professional experience
- Minimum of 5 years of professional experience in relevant fields such as Human rights, civil society, human and social development, etc.
- Minimum of 3 years of professional experience on programme or project management. Experience of programme or project management in a relevant field such as Human rights, civil society development, etc. will be an asset.
Specific professional experience
- Minimum of 2 years of professional experience in the design and delivery of capacity-building activities for civil society organisations (including trainings, workshops, seminars, etc.), including in event organisation and facilitation.
Experience and knowledge in the following topics will be an asset:
- Previous experience in EU-funded programmes;
- Human Rights monitoring, promotion and protection;
- Turkish context, including Turkish legal framework on human rights and civil society in Turkey
