PIPELINE PROJECT – Expert RequirementsProjects: Technical Assistance for EU-Turkey Civil Society Dialogue, Civil Society Support Programme, Intercultural Dialogue, and CSOs Engaged in Migration Issues

Overview of the Contracts:
As part of the Civil Society Sub-Sector of EU IPA II programming in Turkey, there are 2 Technical Assistance projects in the pipeline for the promotion of EU-Turkey Civil Society Dialogue for which Eurasia Social Change is looking for international and national experts. Both projects involve supporting and monitoring CSOs implementing grants and the promotion of dialogue. One project is supporting civil society and the dialogue process in general, and the other is focussed on Intercultural Dialogue. There is also a project to support the capacity development of CSOs in Turkey working in support of migrants and international protection.
Expert Profiles:
Indicatively the projects will require a technical assistance team including the following as either full-time or part-time:
Key expert: Team Leaders
The Team Leader will ensure the overall programme coordination and will be the main contact point of the contracting authority. He/she will design, establish and coordinate tasks related to the monitoring and evaluation of the programme and will ensure proper quality check of all programme outputs. The Team Leader will have a crucial role in ensuring that the participatory requirements of these Terms of Reference are duly implemented at all stages.
Qualifications and skills
- Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. political sciences, law, social sciences, etc.). A post-graduate degree in a relevant field such as International Relations, Cultural Diplomacy will be an asset.
- Very good command of written and spoken English. Turkish will be an asset.
General professional experience
- Minimum of 3 years of professional experience as Team Leader/Programme coordinator is required; Previous experience in EU-funded programmes is an asset.
- Minimum of 5 years of professional experience on programme or project management is required; Experience of programme or project management in a relevant field such as civil society development, intercultural dialogue etc. will be an asset.
- Specific professional experience
- Minimum of 8 years of professional experience in relevant fields such as civil society, human and social development, and intercultural dialogue.
Previous experience and knowledge in at least 2 of the following topics will be an asset:
- Experience of EU-Turkey civil society dialogue;
- Grant scheme management;
- Frameworks for intercultural dialogue, including at the European level;
- Institutional development and capacity building;
- Implementation of communication strategies and promotional campaigns.
Key expert: Grant Experts
Grant experts will be required to design and deliver a programme of support and monitoring of grant contracts, as well as developing the institutional capacity of the TA beneficiaries for the management of grant schemes.
Qualifications and skills
- Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. political sciences, law, social sciences, etc.). A post-graduate degree in a relevant field will be an asset.
- Very good command of written and spoken English and Turkish.
General professional experience
- Minimum of 8 years of professional experience in relevant fields.
- Minimum of 5 years of professional experience on programme or project management. Experience of programme or project management in a relevant field such as civil society development, intercultural dialogue etc. will be an asset.
Specific professional experience
- Minimum of 3 years of professional experience as a Grant Expert for an EU IPA-funded programme.
- Experience of the design and delivery of training programmes for grant beneficiaries on grant contract implementation.
- Experience of the design and delivery of training programmes for the preparation, launch and monitoring of grant schemes.
Previous experience and knowledge in the following topics will be an asset:
- Capacity building and support to CSOs in Turkey and/or EU
- Intercultural dialogue
Key expert: Communication Experts
Key Experts in communication will be responsible for supporting grantees in their communication and visibility work, as well as the design and implementation of communication strategies and promotional campaigns relating to the overall programme of EU-Turkey civil society dialogue.
Qualifications and skills
- Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. PR, Communication, Media, Social Sciences, etc.). A post-graduate degree in a relevant field such as Communication or Public Relations will be an asset.
- Very good command of written and spoken English and Turkish.
General professional experience
- Minimum of 8 years of professional experience in relevant fields such as communication, public relations, civil society, human and social development, etc.
- Minimum of 3 years of professional experience contributing to EU-funded programmes or projects.
Specific professional experience
- Minimum of 3 years of professional experience in the design and delivery of promotional campaigns and communication activities relating to civil society and dialogue processes.
- At least one professional experience working on EU-Turkey dialogue.
- At least one professional experience working on Intercultural Dialogue
Experience and knowledge in the following topics will be an asset:
- Previous work experience with a Cultural Institute;
- Turkish civil society.
Key expert: CSO Capacity Development Experts
We are also looking for expert candidates to support activities to build the capacities of Turkish CSOs for dialoguing, networking, and provision of services to migrants and the international protection of migrants.
Qualifications and skills
- Hold a University degree. A University degree in a relevant field for this action is preferred (e.g. Social Sciences). A post-graduate degree in a relevant field will be an asset.
- Very good command of written and spoken English and Turkish.
General professional experience
- Minimum of 8 years of professional experience in relevant fields such as civil society development, organisation development etc.
- Minimum of 3 years of professional experience contributing to EU-funded programmes or projects.
Specific professional experience
- Minimum of 3 years of professional experience in the design and delivery of training programmes for CSOs relating to organisational development, project management, migration, and networking.
- Proven experience as a practitioner of adult learning techniques.
Experience and knowledge in the following topics will be an asset:
- EU-funded grant schemes
- Humanitarian relief
- International protection of migrants
