Who are we?

This recruitment is for a post at the Embassy of Sweden in Ankara (www.swedenabroad.se) and its section for pre-accession & humanitarian assistance. The section has six staff members working as a team to implement Sweden’s reform cooperation strategy in Turkey in the areas of democracy, rule of law, human rights, civil society and gender equality  https://www.regeringen.se/land–och-regionsstrategier/2014/03/ud-14013/. We also contribute to the follow up of centrally managed humanitarian assistance related to the Syria crises and follow the sustainable development agenda in Turkey. These tasks are delegated to the Embassy from the Swedish International Development Cooperation Agency, Sida (www.sida.se) to which the Swedish staff in the section belong. The section also contributes to the regular political analyses and reporting of the Embassy. The head of section is responsible for the work of the section under the authority of the Ambassador.

What will you do? 

70% Program Officer:

  • Manage grant agreements with Turkish and international partners in line with Swedish, Sida and Embassy rules and regulations with a results-based approach, including by follow-up visits to partner activities throughout the country
  • Enable the integration of Swedish perspectives on sustainable development, notably gender equality, environment/climate and conflict as well as development effectiveness in all projects and activities supported by the Embassy
  • Contribute to discussions on the development context, on results from our contributions, managing external evaluations and studies and participate in Sida’s global learning networks
  • Contribute to the external communication of the Embassy in Turkey

30% Development Analyst:

  • Develop and share knowledge of Sweden’s multidimensional poverty analyses and apply it to the work at the Embassy including keeping abreast of relevant data and statistics as well as national development and action plans
  • Follow the political development in Turkey from a sustainable development perspective with a focus on democracy, human rights, rule of law and gender equality and contribute to analyses and reporting of the Embassy
  • Support the head of section in drafting annual strategy plans and reports in line with Sida instructions
  • Develop and share knowledge of various types of support modalities and cooperation partners in the team

Necessary qualifications:

  • Academic degree in a field relevant to the work of the section
  • Minimum of 5 years relevant work experience, for example from development agencies, Embassies, EU, UN or other international organisations, international or Turkish civil society organisations, including think tanks or private sector philanthropy
  • Good understanding of governance issues and human rights issues in Turkey including state, business and civil society actors
  • Experience from writing analytical reports
  • Excellent oral and writing communication skills
  • Excellent command of English and Turkish

Merits:

  • Specific areas of experience and/or expertise of relevance to the section’s work such as freedom of expression/pluralistic media, digital solutions for development or transparency/accountability mechanisms
  • Experience from local level development initiatives in Turkey
  • Experience from representing an international organisation
  • Prior experience from collaboration with Swedish actors in development

The Embassy has approximately 24 staff including one third Swedish nationals and two thirds Turkish nationals. We work from modern offices in Kavaklidere, Ankara. We follow both Swedish and Turkish labor law for our local staff. Salary & terms and conditions will be in accordance with the Swedish Foreign Service salary system for locally employed staff (L-lok). The Embassy practices a management culture where trust, transparency, participation and personal responsibility are key values. Our new colleague is expected to travel frequently on missions within Turkey and occasionally to Sweden.

Our intention is to offer the successful candidate a 3-year extendable contract with a 2 months probation period.
